PERCEPTION AND EXPECTATIONS ON URBAN

                             REGENERATION IN ISTANBUL

                                        ABSTRACT
            With the Law No. 6306 on the Transformation of Areas under Disaster Risk enacted in 2012,
            transformation practices, which were previously focused on renovation and sanitization, were
            defined with a different focus. The 1999 earthquakes, the subsequent earthquakes in Bingöl in
            2003 and Van in 2011, and disasters such as large-scale destructive floods and landslides have
            increased awareness on risk mitigation. The implementation of administrative decisions and
            legal instruments to support these studies after 1999 have become open to discussions on the
            understanding and adoption of the stages and effects of the process in the community level. Due to
            the fact that risk communication has not been provided properly in some cases, it has either been
            perceived as a threat by individuals living in places where rapid risk mitigation against disasters
            should be carried out, or it has increased expectations too much.
            This article discusses the findings by evaluating the questions related to urban transformation and
            risks in the questionnaires applied in the risk perception studies conducted in Istanbul in 2013 and
            2019 and after the 2019 Silivri earthquake.
