THE RESILIENT CITY OF THE FUTURE:
                     ESENLER NAR INNOVATION DISTRICT

                                        ABSTRACT
          According to the World Bank, cities will be home to approximately 70% of the world's population by
          2050. It is important for cities to highlight the resilience approach in their future plan visions due to
          the increasing vulnerabilities with today's crises. Population growth and the spatial expansion of cities
          cause an increase in unexpected ecological and environmental problems, pressures and negativities on
          natural resources such as clean fresh water. Spatial planning discipline works on how to create urban and
          regional systems that can adapt to constantly changing unexpected conditions and renew themselves
          by sustaining themselves with an effort to respond to the negativities created by these new conditions.
          Therefore, cities need to incorporate resiliency measures in their planning processes. It is crucial to
          explore how cities can create urban and regional systems that can adapt to changing conditions, can
          sustain and constantly renew themselves. In this article, we present seminal resiliency approaches
          with the example of the NAR Innovation District (NAR) in Esenler, Istanbul – a future city project
          supported by both the Ministry of Environment, Urbanization and Climate Change and the Ministry
          of Industry and Technology ofTürkiye. We follow the performance criteria set by the Organization
          for Economic Cooperation and Development (OECD) on city resiliency, i.e., economical, societal,
          governance, and environmental resiliency. We demonstrate our work according to these criteria, and
          offer various approaches in terms of urban planning and design, emerging technologies, and the use
          of smart city applications.
