Introduction
arabi, a prominent Islamic intellectual, describes the Virtuous City in
Fhis book el-Medinet’il Fadıla as “the city where the society aims to
collaborate for the things that forward them to true happiness is a virtuous
and perfect city”. It is crystal clear that our cities, signs of our civilisation
rooting back to thousands of years, were built on and raised from basic
humanitarian values such as kindness, mercy, conscience, morals and justice.
We spread the seeds of civilisation on the unique Anatolian land, hosting the
ancient civilisations and the oldest cities of the world around one thousand
years ago, for the purpose of establishing the basic humanitarian values such
as kindness, mercy, conscience, morals and justice. Today, we are on our way
towards the second thousand year under the leadership of our President
Recep Tayyip Erdoğan in the Century of Türkiye, to change the course of the
history and raise our civilisation again together with all its values. We have
launched taking these blessed steps from our cities which are the unmatched
treasures of our civilisation. We build the cities of the Century of Türkiye
with the motto “Climate- and environment-friendly, zero waste compatible,
smart and resilient cities that keep our civilization alive”. While carrying out
these studies, we closely follow population growth, migrations, disasters,
technological transformation, climate change, epidemics, economic and
social developments and we regard these problems as the realities of the new
era. These realities change the urban life and show that we need to reshape
our thoughts about urbanisation activities.
Especially in 21 century, a new era called as risk society, we still search for

overcoming the threats we face, touching every inch of our lives, even disrupting
and destroying its natural flow, on both national and global level. The basis
of these searches is to build a resilient society and resilient cities in the face
of earthquakes, landslides, epidemics, disasters caused by the climate crisis;
