Urban Transformation in Istanbul Within the Scope of Disaster

            of the transformation process and most significantly, slow progress or even
            disruption of the process in the cases which require urgent intervention on the
            high risk areas and buildings mentioned above.
               The phenomenon of urban transformation is perceived as a “displacement
            of residents” and a “means of gain” among the society. Negative patterns
            related to urban transformation in a metropolis prone to earthquakes such as
            İstanbul cause a slowing effect for interventions to be carried out in order to
            reduce risks before possible disasters. In order to make the structures resilient
            to disasters, it is necessary to widespread the awareness that all stakeholders
            in the city are responsible for this process. It is essential for every citizen to
            take responsibility in the urban transformation process based primarily on the
            safety of life in disasters, in terms of ensuring the safety of both society and
            their own.
               The projects, either ongoing or completed, including the Fikirtepe Project
            in Kadıköy District, Orta and Dumlupınar Neighbourhood in Pendik District,
            Kirazlıtepe  Risk  Area  in  Üsküdar  District  and  Yahya  Kemal  Neighbourhood
            in  Kağıthane  District  that  are  examined  in  this  scope  and  conducted  by
            the Ministry, were directly intervened by means of the authorities given by
            6/A of the Law and the projects that had been immediately launched were
            partially completed and delivered to the owners, remaining part is still in the
            construction process. Transformation of the declared projects are carried out
            by the Ministry in order to eliminate the risk of disasters and create healthy
            living environments. As can be understood from the application examples,
            it  is  obvious  that  the  perception  of  all  segments  of  society,  including  our
            citizens,  academia,  media,  non-governmental  organizations  should  change
            and public awareness should be raised about urban transformation. Although
            the formation of healthy, disaster-resilient settlements in urban transformation
            applications  is  carried  out  on  a  voluntary  basis,  implementation  processes
            should  be  carried  out  without  ignoring  the  fact  of  an  earthquake  that  is
            likely to occur in İstanbul, without any individual interests getting in the way
            of ensuring life safety. Dec. Although establishing healthy, disaster-resilient
            settlements  through  urban  transformation  is  performed  on  a  voluntary
            basis, implementation processes should be undertaken without ignoring the
            possible earthquake that is expected in İstanbul and allowing any individual
            interest to replace the safety of life.
