Innovative technologies that form the basis of smart cities become
prominent with the impact of the ongoing digital transformation. Various
technological developments such as Web 2.0 and social media, cloud
computing, wearable technologies, augmented reality, internet of things,
big data analytics and artificial intelligence constitute the basis for smart city
applications. We can also mention instruments such as artificial intelligence,
cloud computing and big data that are effectively used in the disaster risk
reduction and management process and correspond with the Society 5.0 idea.
• The Concept of Artificial Intelligence: It is a branch of science that
studies how each cognitive activity that natural systems is capable of doing,
can be performed by artificial systems. It aims at machine learning in a
shorter time and in more effective ways (Figure 2). One of the important
applications planned within the scope of Society 5.0 is the prevention of
natural disasters, which are a global reality, and the implementation of early
protective interventions. In this context, it is possible to respond to the
area affected by disasters through artificial intelligence based analyses on
the big data platforms by using the data obtained from satellites, air traffic
control radars or unmanned air vehicles (drones) or sensor data as well as
the damage data and road damage data from cars. Thus, the locations of
people affected by disasters can be instantly identified and their needs for
health, food, hygiene and shelter can be addressed quickly, the debris can
be scanned more securely with the use of rescue robots, and if the roads
are blocked, logistics can be provided with unmanned air vehicles (drones)
(Cabinet Office, 2018; Arı, 2021). In a smart city, digital and physical cities
can be connected through IoT and thus create an integrated cyber physical
space. Huge and complex calculation and control processes can be solved
through cloud computing. It is expected that this structure will facilitate
human development, economic development and social interactions
through intelligent services in order to create a low-carbon, green and
sustainable urban environment (Li et al., 2015).
