Urban Resilience Practices To Climate
Change: Case Of Denizli

impacts of climate change on cities and citizens requires the cooperation
of local governments to protect the natural systems, built environment and
human population. City plans and planning processes can be influenced
by the approaches and goals of local public officials, representatives and
communities. Thus, for proper planning and goals, it is of great importance to
raise awareness about this issue.
Denizli, which has goals in line with its status as a city, takes actions in its
energy efficiency practices in line with resilience elements. In addition, the
promotion of the use of geo-thermal sources for heating shows that the
municipality takes actions to use the local resources of the city efficiently
(DBB, 2019: 73).
The city gets closer to resilient city through elements in transportation
sector, with the traffic congestion reduction practices through smart
transportation systems; in waste management, with the recycling and electric
energy production from waste; in agriculture and forestry sectors, with the
reduction of chemical fertilizer and agricultural pesticides; in industrial sector,
and practices towards effective uses of side products (DBB, 2019: 81).
Denizli, which is a city with adaptation plan, aims to discuss the agricultural
and ecosystem local products and deal with these problems, and increase
efficiency through local seeds and irrigation methods, which renders the
agriculture and ecosystem resilient against climate change. The adaptation
goal in water management, transportation, industry and energy management,
the increase in resilience in these sectors is emphasized. Additionally, to
minimize the potential effects of climate change on urban residents, the
importance raising public awareness is emphasized (DBB, 2019: 106).
It is really important to contribute to the national efforts at a local level
in the fight against climate change. For this reason, Denizli Climate Change
Action Plan is of great importance. Denizli Metropolitan Municipality is the
third metropolitan municipality to prepare actions plans for both mitigation
and adaptation through its Climate Change Action Plan. As part of the plan,
actualization of mitigation actions will decrease greenhouse gas emissions to
a certain level will not just remain as a local effort, but also contribute greatly
to the total greenhouse gas emissions in Türkiye. On the other hand, although
the national adaptation policy is important in terms of drawing a general
framework and owning the process politically, the actualization of adaptation
policies depend largely on local agency. Mitigation of greenhouse gases that
lead to climate change and of the potential risks posed by climate change
requires the overlap between the actions within the plan and the policies and
activities in other relevant areas. Additionally, reports are submitted annually
to Carbon Disclosure Project (CDP), an international non-governmental
