useful for their survival. The study also mentions the ecologically resilient
qualities of the historical textures of Anatolia, which are settlements that
have survived as settlements for centuries, and are still important living areas.
The current study also considers the resilient qualities of which enable these
textures to survive, and discusses how to be articulated to these qualities, and
to build new resilient and sustainable settlements. The concepts of resilience
and sustainability are complementary; one cannot exist without the other.
1. The Concept of Resilience in Settlements
Having emerged with the science of ecology, the concept of resilience
encompasses the durability and flexibility as an extended meaning. Resilience
largely depends on the ability of the system or society exposed to slow or
rapid shocks to preserve their structures or functions, as well as resist and
endure these shocks. The concept of shock involves not only problems and
the magnitude of these problems, but also the effects of all the ensuing
circumstances including physical, socio-cultural, and socio-economic incidents
(Önal Hoşkara, 2021; Yalman and Tezer, 2011; Lang, 2011).
When the concept of resilience mentioned above is considered in a broader
sense, resilient settlements can be defined as settlements with a capacity to
exhibit endurance and resistance to the risks that they encounter –such as natural
disasters, and economic and social crises–, to maintain their existence without
interruption, and to deal with the problems they face using their own resources.
Human settlements have either sustained their existence or disappeared
in accordance with their ability to adapt to their geological and geographical
features, the environmental factors and the general structure of these features,
and their transformation under internal and external influences. Throughout
recorded history, human settlements have undergone many internal or
external incidents. It is possible to say that settlements are affected mostly by
disasters caused by geological, geographical, and the ensuing climatic and
environmental causes, that is, factors based on external reasons. However,
with the traditional and technological inventions and the ensuing change in
the form of production affected socio-economic and socio-cultural dynamics
and transformed settlements. When the internal and external dynamics are
examined, it is possible to conclude that:
• Settlements that are strong in terms of geological, geographical,
environmental and climatic features have more advantages in terms
of resilience.
• Settlements that are weak in terms of geological, geographical,
environmental and climatic features are disadvantaged in terms of
resilience.
