EVALUATION OF THE CONTRIBUTIONS OF
BEING A CALM CITY TO GERZE IN TERMS OF
INDICATORS OF BEING A CALM CITY

ABSTRACT
This paper examines the historical process of the Cittaslow Movement and the criteria set for this desig-
nation, with a detailed evaluation based on the example of Sinop-Gerze. The main research question is,
“What are the strengths and weaknesses of Sinop-Gerze in terms of Cittaslow criteria, and to what extent
does it adhere to these criteria?” To answer this question, a document analysis method was used to con-
duct a comprehensive evaluation under the headings of environmental policies, infrastructure policies, the
role of technology in enhancing urban quality, support for local products and production, hospitality and
welcoming practices, social cohesion and awareness, and partnerships.The results show that Gerze success-
fully upholds the Cittaslow designation and adheres to the established criteria through its environmentally
friendly practices, advanced infrastructure, smart city technologies, efforts to support the local economy,
hospitable and welcoming attitude, social cohesion, and strong collaborations. However, certain shortcom-
ings have also been noted. Specifically, there is a need for additional strategies in energy efficiency and
waste management, as well as further improvements in the quality of transportation, health, and education
services. The promotion of local products, revitalization of the local economy, and projects encouraging
tolerance, hospitality, and social cohesion, along with strong partnerships among public, private sectors,
and civil society organizations, affirm that Gerze deserves the Cittaslow title. This situation serves as an
example for other cities and highlights Gerze’s success in holding the Cittaslow designation.
