General Properties and Seismic Performance of High Risk Buildings in
                                          Our Country

Recommendations for reducing the structural risk in our country
We will continue to face such great losses after each earthquake due to our
high risk building stock most of which were constructed before 2000 unless we
take measures to minimise the risks against earthquakes. It is required to take
urgent measures to minimise the risk in certain cities in earthquake zones,
especially in our major cities including İstanbul, İzmir, Bursa and Adana which
have a high risk due to high earthquake potential and buildings with poor
performance. The approach to be applied in these areas should be attractive
both in terms of time, economy and ease of practice.
In order to reduce the risk in the existing building stock, it is, at first, necessary
to determine the buildings that will be severely damaged or destroyed. For
identifying these buildings which are expected to be around 5 percent of
the building stock in our country, they should be put in an order according
to priority and classified since it is not possible to examine each building in
detail. These buildings can be grouped as high-risk, medium-risk and low-risk
structures. It can be decided to transform, reinforce or demolish the high-risk
buildings classified as such way through examining them later in more detail by
means of fast, practical and realistic methods. Considering the large building
stocks, general approach is to apply phase-in risk assessment methods (Yakut
