Urban Transformation as a Tool to Protect From Disasters and
                                Post-Disaster Housing Project Examples

               Law No. 6306  and Implementing Regulation issued in 2012 regarding the
            urban transformation activities describes this process in detail; it is aimed to
            identify areas at risk of disaster and risky structures outside these areas, to
            create healthy and safe living environments in these areas in accordance with
            the rules and standards of science and art, to ensure the minimum loss of
            life and property after any disaster, along with improvements, discharges and
            renovations. In addition, apart from this law, 7 different laws are in force to
            cover various situations, and an essential collection of legislation has been
            created for the implementation of urban transformation activities. 7
               The  Ministry  of  Environment,  Urbanisation  and  Climate  Change  has
            been  authorized  to  carry  out  or  to  impose  transformation  projects  and
            implementations  for  structures  unresistant  to  earthquakes  and  buildings
            contrary  to  zoning  legislation  as  well  as  the  areas  where  they  are  located
            (Law No. 6306 on the Redevelopment of Areas Under Disaster Risk and the
            Implementing Regulation for Law No. 6306). Furthermore, according to the
            legislation, the Ministry determines the areas of transformation, renovation
            and  transfer,  identifies  the  structures  in  the  places  declared  as  areas  of
            transformation, ensures the land and terrain arrangement and valuation works
            and operations. The Ministry has also been authorized to carry out works and
            operations  related  to  right  ownership,  reconciliation,  urgent  expropriation
            if  necessary,  separation  and  combination  of  joint  ownership,  financing
            arrangements, valuation of real estates within the transformation areas and
            agreements with rights holders, granting building permits and building use
            permits if necessary, establishing and registration of the condominium, and
            transfer  of  zoning  rights  in  transformation  applications.  Law  No.  6306,  in
            addition to the individual transformation, has made field-based transformation
            possible, and two different transformations have been defined including the
            Risky Area and the Reserve Building Area.
               From the year 2012, when the law No. 6306 entered into force, until April
            5, 2023, a total of 256,694 structures having totally 904,693 independent units
            including 781,333 houses, 123,360 workplaces were detected as risky, while
            a total of 238,316 structures with totally 815,204 independent units including

            or non-residential, 6% are for commercial purposes, and 7% are for other purposes.
