Guide Seeking, The Case Of İzmir Torbalı
Although many principles and actions in various sectors based on resilient
city criteria were determined, some actions towards certain principles were
not realized as part of the alternative plans. One reason is that actions were
limited to small scales (application master plans and urban design projects)
through prioritizing application-based actions. Another reason is that
decisions especially under the management title are not related to spatial
planning, but they rather concern public management. Yet another reason
is that certain decisions were made in some topics, but it wasn’t possible to
reach transparent data to inform the action.
With these limitations, the strategy to provide alternative energy production
with the aim of rendering natural resources sustainable in the city. In line with this
strategy, to take measures to reduce risks, it is suggested that the developing
industrial area be located away from the city center. Aiming for the fertility of
agricultural land, it was suggested as a strategy to take integration of climate
data with agricultural land was developed into consideration. In line with this
strategy, it was decided to build Solar Power Plants, use filtered rainwater in
irrigation for agriculture, and utilize biogas in greenhouses. It is important to
create a safety corridor around the energy transmission line and establish a
biogas conversion facility running on animal waste, and a vermicomposting
facility. In this sense, taking the economic requirements of a resilient city into
account, it was suggested that investments are organized in industry and
CBDs are built to revive the town center. It was also recommended to build
vermicomposting facilities, solar panels, wind turbines and a bus terminal.
Considering the decisions on resilient city spatial plans for Torbalı for the
year, 2042, it was aimed to facilitate transportation infrastructure. Accordingly,
transportation networks were reinforced, and a transportation hierarchy was
developed, and urban pedestrian lanes, bike lanes and public transport lines
were recommended. It was also decided to allocate a location for the new
bus terminal and increase its capacity. The existence of a railway link and the
high-speed train (HST) line in the city makes the district a busy railway stop,
which led to traffic congestion. Thus, the transportation links were rearranged
and as the lack of energy transmission line safety corridor seemed to pose a
threat, a safety corridor was created.
Considering the requirements of a resilient city in terms of society, it seems
advisable to increase social build up areas, build bike lanes for healthy and
sustainable life and post-disaster assembly areas to ensure the safety and
health of the society. Moreover, it was suggested that the urban infrastructure
is integrated with renewable energy resources. In case of a natural disaster,
there is also a need for areas for people to meet their essential and daily
needs. One of the main problems of Torbalı is the lack of a post-disaster
