practices. Establishing detailed sets of performance indicators to ensure
that sustainability and smart city strategies and targets are addressed and
implemented together, and that the implemented practices are monitored
and evaluated, is a necessity in order to create the testing environment
described by the action plan. For this purpose, within the scope of this study,
a performance indicator matrix that brings together sustainability and smart
city components was created by using qualitative research methods.
It should kept in mind that urban rehabilitation/transportation should be
addressed as an holistic concept in view of the new whole formed when pieces
come together when seeking a solution to the problems and preventing any
discrepancies between the pieces. With the matrix created under the study,
a framework was drawn to describe specialized performance indicators for
both the city and neighborhood scale while preparing local-scale smart city
strategies and action plans. In this way, an approach that will ensure that cities
are considered as a whole rather than individual practices that are independent
of one other within the city has been given priority.
It is of critical importance not to ignore both international and national
scale decisions, especially in the (re)planning and design of permanent
settlements, in order to minimize future losses. In this context, sustainable
urban regeneration and development should be considered among the
uncompromisable concepts of the implementation of smart cities.
