The Establishment of New Carbon Sink Areas in Non-Forest Lands and
                        Carbon Farming in the Process of Climate Change Adaptation

               2.  Strategic Actions: CF should be considered as an important tool in
                  combating climate change. Strategic actions should be taken in this
                  field  and  the  existing  legislation  should  be  harmonised  with  carbon
                  crediting projects.
               3.  Diversification  of  Afforestation  Areas:  Multi-beneficial  afforestation
                  areas  (agroforestry)  consisting  of  fruit  tree  species,  shrubs  and
                  herbaceous plants other than forest tree species can be established.
               4.  Sustainable Practices: The practices that are the least costly, require
                  minimum tillage and increase the amount of carbon in the soil, such as
                  organic farming, should be encouraged.
               5.  Land Selection and Rights of Use: The factors such as the ownership
                  status,  rights of use and zoning status of the lands to be selected for
                  CF should be appropriate.
               6.  Land  Ownership  and  Rights:  Land  ownership  and  rights  should  be
                  clearly defined during project management, crediting and certification
                  phases.
               7.  Pre-Feasibility: Pre-feasibility studies should be conducted to determine
                  whether the CF projects, land and project scenario comply with carbon
                  crediting and certification criteria.
               8.  Land  Size:  The  lands  to  be  used  for  the  implementation  of  the  CF
                  projects should be at least 3 hectares in size.
               9.  Long-Term Rotation Period: Rotation period of CF projects should be
                  at least 30 years (or 50 years). It is important for certification that the
                  carbon sequestered by trees for 30 or 60 years is not released back into
                  the atmosphere.
               10.  Legislative Amendments: Legislation should be amended to overcome
                  social and economic barriers to CF projects.
               11.  Access  for  Landless  Farmers:  Treasury  lands  should  be  allocated  to
                  local communities and cooperatives as a priority for new and existing
                  landless farmers to access land.
               12.  CF Regulation: A special regulation should be enacted to support and
                  promote CF.
               13.  Scientific Research: CF is a technical subject and should be developed
                  within the scope of scientific researches. Information sharing between
                  researchers and farmers should be systematically performed.
               14.  Awareness-Raising  and  Training:  Educational  activities  should
                  be  organised  for  farmers  in  cooperation  with  universities,  official
                  institutions and NGOs.
