RESILIENT CITIES FROM GEODESIGN
PERSPECTIVE: THE CASE OF ŞANLIURFA
PROVINCE

ABSTRACT
Societies after the industrial revolution initially accepted the urban life as
a necessity and later saw it as indispensable with what modern life offers.
However, this rapid change in the life model has brought with it some setbacks
and negativities. Although the ability to adapt, which is one of the strongest
aspects of human beings, has minimized these negative effects in the transition
process, it has not prevented many threats. The risks that are currently
experienced and that will expand their dimensions in the near future have
made it necessary to make some plans for the future. The consequences of
disasters such as earthquakes and floods, especially in unplanned settlements,
constituted the biggest reasons for this necessity. The earthquake of the
century and severe floods experienced in Türkiye in the recent past, with their
devastating effects, showed the world public the most up-to-date evidence
of this need. Due to the disasters in the region, which includes the province
of Şanlıurfa, more than fifty thousand lives were lost and approximately two
hundred thousand houses were destroyed. This situation has brought the
concepts of urban planning/ transformation back to the agenda, and it has
been included in the vital priorities of the decision makers in order to avoid
heavier balance sheets. “Geodesign”, one of the current and analytical
approaches in this context, has been considered as an important perspective
that will make cities more resilient. Based on all these reasons, in the study;
in particular, the earthquake and flood disasters in Şanlıurfa were discussed
and the application errors were examined, and suggestions were developed
for Geomatics-oriented city planning. In line with these data, the current
situation and how different Geodesign projects were applied to the region
were investigated. However, it has been evaluated among the important
expectations that it will direct new researches in terms of creating cities that
are resistant to disasters, especially earthquakes and floods.
